He doesn’t know who flew him to Northern California. A year later, this migrant’s future is uncertain. BY JUSTO ROBLES | CalMattersIn the final hours of Sept. 15, 2022, Pablo Silva and four other Venezuelan men were wandering downtown Sacramento, a city they had never heard of, searching for a roof over their heads. They didn’t find it.They had traveled thousands of miles to escape violence and poverty in Venezuela. Silva said he and the men had asked for asylum at the border in Texas and, after they were processed, immigration officials gave them paperwork with an address, saying it was a shelter in Sacramento. To this day, Silva isn’t sure who bought his ticket to California, but penniless and hungry he accepted, expecting a better future in the state capital. After hours of walking in Sacramento, Silva spotted the address — 1107 9th St. — and imagined himself sleeping in a warm bed inside the tall building. But a security guard there stopped him and the other men before they could knock and said, with the help of Google Translate, that there was no shelter in the Forum Building, a 10-...

Leonardo DiCaprio uses African diplomat’s SUV to speed through London traffic: report Traffic is a nightmare in many of the world’s major metropolitan cities, but Leonardo DiCaprio has reportedly found a way to maneuver around the congested streets of London. The Academy Award-winning movie star, “with friends in high places,” has been using a Range Rover with diplomatic license plates to travel around London in the past few weeks, The Sun reported. The bright blue Range Rover with blacked-out windows belongs to a diplomat from the Ivory Coast, The U.K. tabloid said.Technically, diplomats’ cars must abide by U.K. traffic laws, including those that pertain to speed limits and red lights. But The Sun said police often don’t enforce those laws when it comes to embassy vehicles because their drivers would be protected by diplomatic immunity.“It’s no secret that Leo has friends in high places but even by his standards this is well connected,” a source told The Sun.“All diplomatic cars are clearly recognizable via their number...

East Bay city revives water/garbage discount program for seniors, disabled Low-income seniors and customers with permanent disabilities in Brentwood could save about $25 monthly on their water and garbage bills under a discount program the city has revived.Under the new program, which the City Council unanimously approved last week, utility ratepayers could save $14.08 on their water service and $10.73 on garbage cart service. A 50% discount for the base water rate and a 33% discount for the smallest (32-gallon) garbage option would be offered to those who qualify, Director of Finance Kerry Breen said.First offered in 1981, the city’s water/sewer discount program continued through 2013 when it was stopped, Breen said.“So, the discount program would essentially reopen the program for new applicants,” he said.Breen said the discounts can only be offered with non-rate-related monies such as late fees and service application fees, but he confirmed that there was enough money now to fund up to 950 households. Staff expects annual available revenue of about $125...

Pentagon’s Budget Is So Bloated That It Needs an AI Program to Navigate It

Pentagon’s Budget Is So Bloated That It Needs an AI Program to Navigate It As tech luminaries like Elon Musk issue solemn warnings about artificial intelligence’s threat of “civilizational destruction,” the U.S. military is using it for a decidedly more mundane purpose: understanding its sprawling $816.7 billion budget and figuring out its own policies. Thanks to its bloat and political wrangling, the annual Department of Defense budget legislation includes hundreds of revisions and limitations telling the Pentagon what it can and cannot do. To make sense of all those provisions, the Pentagon created an AI program, codenamed GAMECHANGER. “In my comptroller role, I am, of course, the most excited about applying GAMECHANGER to gain better visibility and understanding across our various budget exhibits,” said Gregory Little, the deputy comptroller of the Pentagon, shortly after the program’s creation last year. “The fact that they have to go to such extraordinary measures to understand what their own policies are is an indictment of how they operate....
